One goal of community based rehabilitation (CBR) is the prevention of disability, particularly when it is possible to do so by relatively simple measures. Approximately one percent of children in the Asian and Pacific region as well as in most other countries are at high risk for beginning to stutter between the ages of 2.5 years and 6 years. A strategy is described in this paper that can be utilised by healthcare workers who are not speech therapists which has the potential to reduce this risk significantly
